So, I'm not positive what happened but I redid my A1200 emulation environment and completed a fresh OS 3.1.4 install. It went smoothly and did not ask for any disks I do not have. 
What probably happened the first time around is I thought I had my 3.1.4 ROM selected but I actually had the 3.1 ROM instead.
