OK I'll bite.

You took a Japanese animation video and applied some sort of dithering effect to it... and think it looks "8-bit" now? In what possible way?

I think if you reduce your video to 16 colors (or applied a color palette of 16 to it from your favorite 8-bit machine) you'd likely be closer to the effect you're looking for. Think of it this way: what video have you ever seen run on a commodore 64? If you take it to that extreme, you're probably looking at 2-colors, of even PETSCII characters replacing imagery.
